A bit about us… we’re HOK, a global architecture, design, engineering and planning firm. Our 1,700 people collaborate across a network of 27 offices on three continents.
While HOK is a big machine with near endless resources, at the end of the day, it comes down a handshake—us knowing you and connecting you to these resources.
Introduction
To us, grand opportunities deserve a bold start.
That’s why, in addition to the attached PDF package, we’ve created something special just for you: a dynamic, interactive version of our proposal. On our website, you’ll find a deeper dive into our approach, our people, and our philosophy.
Why did we do this?
Because we want our ideas to leap off the page—and give you a real sense of the creativity, energy, and commitment we bring to this engagement.
We believe the design journey should be engaging from day one—and that begins with how we introduce ourselves. What sets HOK apart is our ability to bridge strategy and execution. We own the vision and the delivery. Backed by decades of research into hybrid work, inclusivity, and generational shifts, we know how to design environments that perform today and evolve for tomorrow.
We are passionate about this work. We live for it. And we would be honoured to bring that passion, creativity, and precision to TC Energy—alongside your team and JLL.
Should you require a PDF document of our response, it can be found here.

Director of Interiors
Thank you for the opportunity to submit our proposal for architectural and design services for TC Energy’s Calgary head office. This is more than a project—it’s a rare opportunity to help shape a workplace that reflects your values, empowers your people, and positions your organization for the future.
At HOK, we design workplace environments that are as high-performing as they are inspiring—where function meets beauty, and people thrive. For us, this is more than space planning—it’s about crafting experiences, shaping culture, and envisioning the future of work.
We understand this site is more than just an office—it’s a defining element of TC Energy’s operations and identity. That’s why we’re bringing together a cross-office team from Calgary, Toronto, and Houston, selected for their expertise in energy, large-scale delivery, and deep local understanding. This structure isn’t new to us—it’s a proven, high-impact collaboration model already delivering results for major clients across the energy sector. It’s tested. It’s ready. And it’s built for this.
As a multidisciplinary firm, we bring architects, strategists, engineers, and workplace specialists together under one roof. That integration allows us to move fluidly from vision to execution—aligning design with performance, operations, and brand. We don’t just respond to today’s workplace needs—we anticipate tomorrow’s. Our insights are informed by data, shaped by purpose, and designed to adapt.

B. A summary of your firm's experience providing services like those required for this opportunity.
HOK is not just qualified for this opportunity—we’re built for it. We’re proposing a cross-office team from Calgary, Toronto, and Houston, each selected for their unique strengths and alignment to TC Energy’s vision:
Calgary offers local proximity and deep knowledge of regional project delivery.
Toronto brings national leadership in workplace strategy and complex program execution.
Houston contributes world-class energy sector expertise, particularly in base building and shell-and-core design.
What sets HOK apart is our ability to lead well before design begins. We’ve helped major organizations define their workplace vision, master plan campuses, pilot new ways of working, align real estate strategy, and program forward-looking environments. This early-phase thinking—visioning, scenario modeling, and strategic planning—is fully integrated into our delivery model, not treated as a separate layer.
We’re not just cross-office—we’re cross-continental. Our global practice is structured for seamless interoffice collaboration. Today, eight HOK studios from across the globe are working together to deliver a new NFL stadium for the Jacksonville Jaguars—a project that, like this one, demands technical excellence, flawless coordination, and true partnership across regions and disciplines. That same infrastructure, culture, and tooling supports our team here.
In Canada, clients like TD, RBC, Rogers, EY, and Co-operators have trusted HOK to lead them through multi-year, multi-phase workplace transformations—many of which extend far beyond interiors. We know how to deliver environments that evolve in lockstep with your business.
Importantly, the proposed Calgary–Toronto–Houston partnership is already functioning as a team, actively collaborating on complex projects for Shell and BP. That shared experience, combined with sector familiarity, eliminates ramp-up time and ensures a cohesive, high-performing team from day one.
C. Number of years your firm has been in continuous operation: local, regional, national and North American in scope.
HOK has been in continuous operation since its founding in 1955, providing 70 years of uninterrupted service across local, regional, national, and North American markets. Regionally, the firm has operated in Houston since 1958. In Canada, HOK has maintained a continuous local presence through its Toronto office since 1997 and expanded regionally with the opening of its Calgary office in 2001.
3.2 Describe at least five projects, similar in scope and scale to the Opportunity, which your firm has successfully completed. Include references, scope, budget and year of completion. Please ensure these case studies have been delivered by the proposed team.
We’ve collected a selection of case studies that demonstrate our team’s relevant experience delivering projects of similar scope and scale. Each example highlights work completed by members of the proposed team and includes key details such as scope, budget, year of completion, and client references.
Click below to be taken to the case study links.
3.4 Which of the responsibilities required for this Opportunity are the least familiar to your firm? Which of the responsibilities represent the greatest challenge and why?
While HOK Canada specializes in workplace interiors and brings a deep portfolio across numerous sectors, we acknowledge that ground-up base building assignments—particularly in the Calgary market—are less common within our recent local experience. Our most comparable projects include the Imperial Oil Campus in Quarry Park, completed in 2018, and the Rogers one-million-square-foot campus in Brampton, a transformative, four-phase project that redefined the company’s approach to employee engagement and collaboration.
That said, this opportunity is exactly why we’ve proposed a Calgary–Toronto–Houston team structure. Our Toronto and Houston offices have extensive expertise in large-scale, ground-up, and build-to-suit developments. The Houston office, in particular, brings deep technical experience in delivering energy sector headquarters from the ground up, while Toronto provides complementary architectural support and design leadership honed on complex Canadian projects.
This tri-office model isn’t theoretical—it’s active and proven, currently engaged on similar work. Together, we offer a confident, coordinated team ready to meet the technical demands and aspirations of TC Energy’s new workplace. Our integrated approach ensures seamless delivery from concept to completion.
3.5 Please describe the culture of your organization.
HOK’s culture is rooted in empathy, collaboration, and a deep commitment to sustainability and social responsibility. We create people-centered environments by first cultivating an inclusive, supportive workplace for our own teams. Diversity, transparency, and continuous learning are core to how we work. We invest in community partnerships, prioritize well-being, and mentor the next generation of design leaders. Our approach to ESG isn’t surface-level—it’s embedded in our daily practice, shaping how we design and how we show up for one another and our clients.
We bring grit, commitment, and joy to our work. Our day-to-day culture is hands-on and highly collaborative—everyone, from intern to principal, is deeply engaged in project delivery. We’re practical, focused, and always in pursuit of better. Our teams are known for following through—not just imagining bold ideas but making them real. This integrity builds trust and results in client relationships that span decades. It also fosters loyalty within our teams, leading to low turnover, and a deeply connected network of colleagues who’ve been delivering together for years. We take our work seriously, but we don’t take ourselves too seriously—and that balance is what keeps us inspired, resilient, and ready for whatever’s next.
3.6 What accomplishment(s), project(s) or accolade(s) is your company most proud? Why is it considered important?
At HOK, our proudest accomplishments aren’t just measured by awards or headlines—they’re found in the quieter, more meaningful moments. When a client steps into their new space and says, “It’s exactly what we hoped for,” that’s the recognition we value most. These moments reflect a deeper success: that we’ve truly listened, understood, and delivered something that empowers people to do their best work. That’s our definition of impact.
That said, we’re proud of several milestones that demonstrate this ethos in action. One standout is our work with The Co-operators on their new Guelph headquarters, which became the first project in Canada to achieve Zero Carbon certification, BOMA BEST Platinum, LEED Gold, and WELL Platinum. This wasn’t about chasing certifications—it was about aligning design with deeply held values around sustainability, wellness, and community stewardship.
We’re also incredibly proud of our ongoing partnership with Boston Consulting Group (BCG). Following a landmark, award-winning project in Toronto, HOK is now designing additional spaces for BCG in Calgary, Montreal, and Houston. These repeat engagements reflect the trust and consistency that define our approach to client relationships.
And on a broader scale, we were named one of Fast Company’s Most Innovative Companies in 2024, and Interior Design Magazine Top 100 Giants #3 Most Admired Firm—an honour that speaks to our continued drive to challenge convention, elevate the human experience, and lead the industry forward.
These accomplishments mean something to us not just because they’re visible, but because they prove what we’re capable of when we stay focused on what matters: people, performance, and purpose.
3.7 Project Understanding. Although the scope described above is less conventional, we are equally interested in the support of a more conventional design development process. At a minimum, your response should address typical phases for this opportunity, activities and deliverables for each, a description of the services for each and client responsibilities for each.
Given the early stage of this opportunity and the wide range of potential outcomes under consideration, it is appropriate that the scope of work remains open-ended. We are highly experienced in navigating such exploratory conditions, where flexibility, adaptability, and close partnership are essential to success.
A. A description of key “typical” project phases with estimated timelines.
B. A detailed breakdown of the activities to be performed by your firm, identifying the primary deliverables for each activity.
C. A description of the interior architectural and shell and core services required for this opportunity.
D. A comprehensive accounting of responsibilities / activities to be performed by the client or others to ensure a successful project outcome.
Responses to questions A through D are provided below as a combined, integrated response.
Given the early stage of this opportunity and the wide range of potential outcomes under consideration, it is appropriate that the scope of work remains open-ended. We are highly experienced in navigating such exploratory conditions, where flexibility, adaptability, and close partnership are essential to success.
For the purpose of responding to this RFP, the process outlined assumes an interior architecture project. Should TC Energy choose to pursue a build-to-suit, ground-up development, HOK can expand its services to include Campus Master Planning, Shell and Core Design, and Landscape Architecture as required.
To support this dynamic approach, we have developed a preliminary process framework organized into the following phases:
Phase 1: Real Estate Portfolio Planning
1.A Discovery
1.B Analysis
1.C Strategy
Phase 2: Workplace Strategy (Optional)
Workplace Strategy is an optional phase that helps design flexible, people-focused spaces based on how employees work.
Phase 3: Real Estate Options Analysis
We work with your real estate team and JLL to explore and compare renovation, relocation, and new build options by testing layouts, checking building conditions, and helping you make informed decisions.
Phase 4: Design
4.A Space Planning
4.B Schematic Design
4.C Design Development
4.D Construction Documents
4.E Furniture
Phase 5: Construction
5.A Permit and Tender
5.B Construction Administration
Phase 6: Change Management (Optional)
6.A Preparing for Change
6.B Implementing Change
6.C Evaluate and Adjust
This flexible framework starts with a small first step: Phase 1.A: Discovery, a critical start point focused on understanding the shared vision and gathering insights. From this foundation, we can tailor the process—scaling it up or down—to align with evolving priorities, timelines, and budgets as the project progresses. Please refer to the following section for a detailed overview of our project understanding and proposed methodology.
Distinquishing Qualities
Deep Local Roots with Global Reach
HOK’s Calgary studio is a well-established part of the local design community, with over 25 years of continuous operation and a team of 12+ dedicated design professionals. Few, if any, of our competitors can match this combination of regional knowledge and global reach. Our presence in Calgary means more frequent in-person collaboration, a deeper personal investment in local projects, and the ease of a single, locally based billing address. Just as importantly, we’re deeply committed to shaping the city we call home—bringing the same care and attention to our community as we do to our clients.
Large-Scale Workplace Clients
Large-scale workplace programs are in our DNA. We’ve successfully delivered high-performance environments for organizations like Shell, Deloitte, RBC, and Rogers—and we’ve built long-term, repeat relationships in the process. These partnerships often extend into national frameworks and multi-phase programs. Internally, our work is backed by ongoing research into the future of work—including studies on neurodiversity, hybrid work evolution, and Gen Z workforce expectations. Our people choose HOK to be part of this conversation—because they want to deliver the best work in the world, and they want to do it here.
Strategic Follow-Through
What sets HOK apart is our ability to carry strategy all the way through to implementation—without a handoff or missed beat. Many firms excel at either the early visioning or the technical delivery; HOK bridges both. We’re often asked to serve as design agents or peer reviewers because we can think holistically and execute reliably. Clients choose us for this end-to-end accountability—and the peace of mind that comes with knowing the vision they signed off on will actually get built the way it was intended.
Strong Sustainable Foundation
HOK has been a leader in sustainable design for decades—literally writing The HOK Guidebook to Sustainable Design, a foundational resource in the industry. Our commitment is embedded in every project, from achieving early LEED certifications to advancing regenerative design strategies that reduce carbon, enhance resilience, and support long-term performance. We go beyond compliance to create spaces that are healthier and more responsible, with our interior designers specifying materials that focus on reducing embodied carbon, embracing green chemistry for better indoor air quality, and sourcing sustainably to support ethical, renewable supply chains.
Trusted Familiar
Faces
We’re already a trusted partner—HOK is on TC Energy’s approved vendor list and has existing relationships with several members of your team. Our recent collaborations with JLL on Calgary projects for Suncor, BP, and Co-operators speak to our shared commitment to quality, consistency, and client success. And, quite honestly, we’ve had fun along the way. When you build teams with the right chemistry, great outcomes—and great working relationships—naturally follow.

Designing A Workplace for the Future - TC Energy’s Vision
To deliver a workplace of the future for TC Energy, HOK embraces a holistic design philosophy that combines innovation, functionality, and adaptability. As hybrid work models, technological advancements, and a heightened focus on well-being and sustainability reshape the workplace of today it is essential to create spaces that are flexible, dynamic, and future-ready for the workplace of tomorrow Below are five core elements and principles that we are integrating into future-ready workplace design:
-
We recognize that a future-ready workspace must be adaptable to both short-term and long-term changes. At HOK, we prioritize flexible, modular design that ensures TC Energy’s office can evolve as business needs shift. By embracing adaptable layouts, we reduce reliance on fixed, permanent structures—allowing spaces to be easily reconfigured as team sizes, workstyles, or organizational priorities change. This adaptability ensures minimal disruption and the ability to maximize the office’s functionality without costly renovations.
-
The workplace of the future will be driven by smart technology. From Internet of Things (IoT) sensors that monitor and adjust environmental conditions, to workplace apps that allow employees to personalize their workspaces, technology will be a core feature of the future workplace. At HOK, we integrate smart solutions into the design, enabling employees to have a seamless transition between virtual and physical spaces. The integration of virtual reality (VR), augmented reality (AR), and advanced video conferencing will further support hybrid work arrangements and foster collaboration across dispersed teams.
-
A workplace of the future must prioritize the well-being of its employees. We will incorporate biophilic design elements such as natural lighting, plants, and sustainable materials to create a healthier and more productive environment. Quiet zones and wellness rooms for mindfulness or mental health practices will be integrated to ensure both physical and mental well-being. In line with TC Energy’s sustainability goals, our designs will focus on reducing energy consumption and minimizing carbon impact through energy-efficient systems and sustainable building materials.
-
HOK is committed to inclusivity, and that includes designing workspaces that support the estimated 20% of employees who are neurodivergent. Our approach to neuroinclusive design focuses on creating spaces that cater to a variety of cognitive and sensory needs, such as quiet areas for focus, vibrant spaces for collaboration, and environments with sensory-enhancing elements like soundscaping and lighting. This design philosophy not only benefits neurodivergent employees but enhances overall productivity, satisfaction, and innovation across the workforce.
For further insights, explore Kay Sargent’s new guide on neuroinclusive design here. -
A well-designed workplace is a key tool in attracting and retaining top talent. As employee preferences continue to shift towards work environments that prioritize flexibility, collaboration, and well-being, TC Energy’s future workplace will serve as a catalyst for both recruitment and retention. By incorporating flexible workspaces, on-site amenities such as fitness centres, and thoughtful employee engagement areas, the office will reflect TC Energy’s commitment to providing a dynamic and supportive workplace.
Designing for a Resilient Future of Work: Near, Mid and Long Term
Delivering the workplace of the future requires more than simply reacting to trends, it demands a systems-thinking approach that anticipates and responds to shifts across social, technological, economic, and environmental dimensions. Our approach embraces a long-term view grounded in flexibility, authenticity, and resilience, while also delivering immediate value to today’s workforce. To better frame this evolving landscape, we’ve categorized our insights into three tiers: near term (2025-2029), mid-term (2030+) and long term (2040+), each with distinct challenges, opportunities and design imperatives.
-
Today’s workplace is shaped by a growing desire for authenticity, flexibility, and well-being. With hybrid work now the norm for most Canadian organizations, we prioritize environments that support autonomy, connection, and choice. The evolution from traditional DEIA frameworks towards a more inclusive environment where all individuals can thrive, calls for more human-centric design. At the same time, biophilic strategies and biomorphic forms are proven to enhance cognitive function and reduce stress. These are becoming essential elements of healthy, high-performing spaces.
The rise in vacancy rates, particularly in aging building stock, presents an opportunity to transform underutilized assets through adaptive reuse and circular design, aligning with growing sustainability goals while revitalizing communities. As AI and technology begin to reshape how work happens, we integrate tools that support meaningful, high-value work and embed upskilling opportunities into the spatial design itself.
-
By the next decade, we anticipate a deeper transformation in how organizations define value. Younger generations are already pushing for workplaces that go beyond productivity metrics and instead enable personal growth, creativity, and impactful work. This shift calls for a reframing of the office as a destination precinct; a socially rich, experience-driven environment that fosters engagement and purpose.
The future ‘Central Business District’ must evolve into a ‘Social Business District’; a place where people don’t just work, but access a variety of amenities, shared resources, and best-in-class services. “Access over ownership” will shape real estate strategies, while aging infrastructure and regulatory pressures will require large-scale investment in adaptive, sustainable, and socially conscious design solutions. Our future-ready workplaces support this evolution through mixed-use integration, inclusive public spaces, and flexible infrastructure designed for longevity.
-
Looking toward 2040 and beyond, workplaces must be equipped to support an era defined by AI acceleration, labor scarcity, and human longevity. As artificial intelligence continues to automate complex tasks, the demand will grow for work environments that nurture what AI cannot replicate: empathy, creativity, and systems thinking. This future also brings the reality of a multigenerational workforce, one that will span five generations including Gen Z, emerging Gen Alpha, and even early Gen Beta. These rising cohorts will come of age with new expectations around agency, digital fluency, inclusivity, and immersive experience and workplace design must evolve to support their values and modes of interaction.
As technology progresses from environmental integration to augmentation, including wearables, neural interfaces, and bio-integrated systems (commonly referred to as ubiquitous computing or ambient intelligence), the workplace must find balance. The antidote to tech saturation lies in true biophilic design, which will become increasingly essential to human well-being. Grounded in nature-based systems, biophilic strategies improve cognitive function, reduce stress, and create environments that support restoration and resilience. These strategies not only offset the cognitive fatigue of hyper-connected environments, but re-anchor us to the natural rhythms that sustain life and enhance human performance.
Sustainability must also evolve into regeneration. We've passed the point where doing less harm is enough. Design philosophies must integrate regenerative principles that restore ecological and social systems. Meanwhile, growing global instability, climate risk, and technological disruption will require new strategies for readiness, digital resilience, and employee safety. The workplace must become a platform for connection, trust, and long-term organizational adaptability.
Simultaneously, the aging of the global labour force and extended career arcs will demand greater accessibility, flexibility, and lifelong learning infrastructure within the workplace. We envision environments that support career transitions, enable structured upskilling and sabbaticals, and foster intergenerational mentoring. In this context, the future workplace becomes more than just a tool for productivity, it becomes a regenerative ecosystem, designed to restore individuals, organizations, and the planet itself.
By designing across multiple horizons, from today’s needs to the unknowns of 2045, we help our clients future-ready their investments. Through a strategy-led, data-informed, and deeply human approach, we deliver resilient workplaces that are agile, inclusive, and purpose-built to adapt as the world of work continues to evolve.
HOK has developed a structured roadmap of engagements and tools designed to guide organizations through the adoption of Future of Work practices tailored to their unique culture, goals, and operational needs. This approach helps clients navigate change with clarity—translating abstract ideas into actionable strategies that align with both business objectives and employee experience.
As an introduction to this process, here is a link to one of our research-informed collaborative engagements: Framing The Possible. This session is designed to spark conversation, explore potential futures, and begin defining what the Future of Work could look like for your organization.
B. Have you led an office transformation project from a traditional environment to more contemporary mobile and flexible environment? Have you incorporated any AI initiatives or other technology tools into your planning strategies?
Real transformation isn’t just about swapping out furniture—it’s about shifting mindsets. Moving from traditional, assigned seating to a mobile, adaptive workplace requires more than a new layout. It demands a strategic rethinking of how teams collaborate, how space supports productivity, and how organizations embrace change. That’s where HOK shines.
At Accenture’s New York Innovation Hub, we converted a conventional office into a dynamic, tech-forward flagship supporting 5,000 employees. Spanning nine floors, the space includes over 150 tech-enabled meeting rooms and fully flexible, unassigned zones designed for rapid prototyping and co-creation. Our approach—anchored in stakeholder journey mapping—created an agile ecosystem that flexes with Accenture’s evolving needs.
At Rogers’ Montreal headquarters, we led a national shift to activity-based working for 3,000+ employees. Leveraging AI-driven analytics, space utilization data, and Leesman survey insights, we created a workplace that boosts collaboration and prioritizes user experience. The results speak for themselves: a 34% increase in employee satisfaction compared to global best-in-class benchmarks.
For Intuit’s Workplace of the Future in Toronto, we supported the transition from a suburban campus to a vibrant downtown high-rise. The design strategy aligned with their goal to attract next-gen tech talent, featuring unassigned seating, shared amenities, and a variety of flexible work zones. AI-informed modular planning helped us test and refine layouts in real time—ensuring optimal performance from day one.
Across all of these, technology and AI aren’t add-ons—they’re embedded in our strategy. From utilization tracking to virtual prototyping and dynamic test-fits, we use digital tools to create adaptive, people-first workplaces that are ready for what’s next.

8.5 How will project cost projections will be updated continuously.
HOK ensures continuous updates to project cost projections through a proactive and transparent approach that starts during the pre-design phase and continues through construction. At key milestones throughout the project, we integrate and assess cost data, providing TC Energy with various cost scenario options for evaluation. This allows the team to make informed decisions based on current projections and any potential adjustments.
Regular updates will be provided, ensuring that cost information is kept current and aligned with the project’s budget goals. Any necessary adjustments will be addressed promptly, maintaining clear communication with TC Energy to ensure alignment and avoid surprises throughout the project lifecycle.
8.6 What rigor will the Team Provide that design specifications will be thoroughly reviewed for potential change order risk.
HOK mitigates the risk of change orders by implementing a thorough and structured QA/QC process managed through our custom Smartsheet platform. This system includes:
Clash detection to identify system and spatial conflicts early.
Discipline-specific checklists to ensure all design specifications meet the required standards.
Scheduled audit workflows led by senior technical principals to maintain design integrity.
In addition, we leverage BIM workflows to proactively detect and address issues before they impact the project. From the start, scope and budget baselines are established, with clear controls to avoid scope drift, maintain alignment with the design intent, and preserve the contingency throughout the design process. This structured approach ensures that potential change order risks are identified and addressed early, minimizing disruption and protecting the project timeline and budget.
8.7 How will your firm assure that TC Energy, or its project management advisor, will have robust, continuous access to project cost accounting information.”
HOK ensures TC Energy, or its project management advisor, has robust, continuous access to project cost accounting information by aligning early on capital spend planning, budget tracking protocols, and proactive value engineering strategies. Key measures include:
Regular cost reviews integrated into design milestones to provide timely updates on construction costs and value alignment.
Consultant cost tracking via HOK’s proprietary CTS platform, offering real-time visibility into fee status at both the project and account summary levels.
This approach ensures that TC Energy has transparent, up-to-date access to all relevant cost data, facilitating informed decision-making and alignment with project goals.
